The Secretary of State for Social Security, Filipa Lima, stressed the importance of a rigorous and contextualised reading of the figures, clarifying that the difference between the contributions paid by foreign citizens and the benefits received should not be understood as a “net balance of foreign citizens for Social Security”. Such a conclusion, he explained, is not possible, since “we do not have a complete breakdown of all revenue and expenditure items by nationality”.
