5 May 2026 marks the European Day of Independent Living, a date established by ENIL – the European Network on Independent Living, a Europe-wide platform for people with disabilities and organisations promoting Independent Living, whose main mission is to promote their values and practices.

In this context, the Institute for the Rights of Persons with Disabilities, IP (IDiPD, IP), in co-organization with the Iberoamerican Disability Program (PID), promotes the online eventFrom Convention to Implementation: the experience of Personal Assistance Models in Europe and the Ibero-American Space”, which will take place via Zoom, between 3.05 p.m. and 4.40 p.m., on the day27 May 2026.

The event aims to promote reflection, debate and the sharing of international experiences on Personal Assistance Models, as an essential tool for the realization of the right to Independent Living, enshrined in the United Nations Convention on the Rights of Persons with Disabilities.

During the session the panel "Personal assistance under the Convention on the Rights of Persons with Disabilities" will take place, sharing experiences in the field of personal assistance in an international context, where models of personal assistance implemented in countries representing the Ibero-American and European Area will be presented.

The celebration of the European Day of Independent Living through this event is a relevant opportunity for persons with disabilities, civil society organisations, practitioners and policy makers, allowing to deepen the knowledge on different approaches and challenges in the effective implementation of personal assistance, from European and Ibero-American experiences.

The first session of the cycle of Conferences “The Accompanied Major Regime: bringing it closer and empowering’, under the theme ‘Follow-up schemes’.

Speakers in the session were Professor Paula Távora Vítor, Judge Geraldo Rocha Ribeiro and the Prosecutor of the Republic Pedro Teixeira de Sousa.

The conference cycle is an initiative organized by the Attorney General's Office within the framework of the Prosecution Strategy for Adults with Vulnerabilities and the work of the working group set up within that framework.

The next sessions will take place on May 15, at the Center for Judicial Studies, and on June 12, at the headquarters of the Attorney General's Office.

The topics of the next sessions are, respectively, "The Trial and the Escorts" and "The hearing: strategies to better communicate".

Registration is still open for the session of 15 May and for the session of 12 June.

Angola launches second statistical bulletin of Social Protection

On April 22, 2026, at the National School of Administration and Public Policies in Luanda, the launch ceremony of the second Bulletin of Social Protection Statistics of Angola took place.

The publication is the result of the work of the Interinstitutional Working Group on Social Protection Statistics (GITEPS), a structure that brings together several Angolan ministries and services working in the area of social protection and statistics. It was developed with the technical support of the International Labour Organisation (ILO) in the framework of the ESSAFE project (funded by the European Union) and the project ACTION/Portugal, aimed at strengthening the social protection systems of the Portuguese-speaking African countries and Timor-Leste, implemented by the ILO and financed by the Portuguese Ministry of Labour, Solidarity and Social Security (MTSSS).

The launch ceremony was attended at the opening session by the Secretary of State for Labour and Social Security, Pedro Filipe, representing the Ministry of Public Administration, Labour and Social Security of Angola, the Acting Director of the ILO Country Office in Luanda, Denise Monteiro, the Ambassador of the European Union, Rosario Bento Pais and, remotely in a recorded message, the Secretary of State for Social Security, Filipa Lima, representing the MTSSS.

In her message, Filipa Lima highlighted the importance of developing robust statistical information systems for the production of knowledge and for the strengthening of the social protection system, underlining that in a context of rapid economic and social transformations, reliable data is essential to develop and adopt fairer, more effective and people-centred public policies. It also reaffirmed Portugal’s readiness to continue deepening this cooperation, contributing to the strengthening of social protection as a pillar of development and social cohesion.

The presentation of the structure, data and main indicators contained in the Bulletin was carried out by the Director of the Office of Prospective Analysis and Statistics of the National Institute of Social Security, Nelson Cândido and the Head of the Department of Labor Statistics of the National Institute of Statistics, Adilson Muhongo.

The publication, which gathers indicators of the Angolan social protection system for the years 2023 and 2024, aims to systematize and disseminate reliable and up-to-date statistical information, thus contributing to strengthening the evidence-based planning culture and building a more efficient and equitable social protection system in Angola.

On February 20, the new dashboard interactive (monthly e annual) and a Summary of Social Security Statistics, with a detailed analysis of the data on persons of foreign nationality registered with the Social Security.

This publication presents for the first time a descriptive analysis of the data on persons of foreign nationality registered with Social Security, focusing in particular on the evolution of the respective contributions paid to Social Security and benefits paid by Social Security, from January 2015 to the most recent month with available data.

The monthly and continuously updated availability of these indicators enhances transparency in this regard, allowing a more systematic and up-to-date reading of the evolution of the main indicators analysed.

During a session with journalists, the main results were presented and several caveats were made regarding the interpretation of the information now available. The Secretary of State for Social Security, Filipa Lima, stressed the importance of a rigorous and contextualised reading of the figures, clarifying that the difference between the contributions paid by foreign citizens and the benefits received should not be understood as a “net balance of foreign citizens for Social Security”. Such a conclusion, he explained, is not possible, since “we do not have a complete breakdown of all revenue and expenditure items by nationality”.

The International Conference “Social Security Reserve Fund: ensuring long-term sustainability”.

Organized by the Social Security Reserve Fund and the National Social Security Institute of Timor-Leste, this conference featured a diverse panel of international experts in an important debate on the challenges and opportunities facing the sustainability of Social Security, which celebrates 10 years in Timor-Leste this year.

Among other experts, the Director-General of the Strategy and Planning Office, José Luís Albuquerque, and the President of the Institute for Management of Social Security Capitalization Funds, IP, José Vidrago, both of the Ministry of Labour, Solidarity and Social Security of Portugal, participated in this initiative.

On the first day, José Vidrago addressed the fundamentals and objectives of the reserve funds, and subsequently the performance of the investments. Already on the second day of the Conference, in the context of the panel dedicated to actuarial and demographic sustainability, José Luís Albuquerque referred to the importance of the cohesion of societies and transparency in decision-making, stressing the importance of studies “as a fundamental instrument to support political decision-making, when measures have an impact on several generations”.

Portugal, in the context of the bilateral cooperation developed by the Ministry of Labour of Solidarity and Social Security, has been an important partner in the strengthening of the Social Security System of Timor-Leste, present both in the process of creation and in the phase of consolidation of the System. This support occurs in a constant and consistent way through the institutional training developed with the Ministry of Social Solidarity and Inclusion and its bodies, specifically the National Institute of Social Security and the Social Security Reserve Fund.

On 30 January, the Deputy Secretary of State for Labour, Adriano Rafael Moreira, visited the project ‘Mothers of Mavalane Solidarity Network’ in Maputo. This project is part of the range of anti-poverty activities supported by the Strategy and Planning Office of the Ministry of Labour, Solidarity and Social Security of Portugal (GEP/MTSSS), framed by the Cooperation Programme between the MTSSS and the current Ministry of Labour, Gender and Social Action of Mozambique

The project is a flagship initiative of Portuguese Cooperation, managed by the Mavalane Mothers Solidarity Network, which aims to contribute to personal development and social insertion, mainly aimed at children and young people belonging to vulnerable social groups in Mavalane Neighborhoods A and B, Hulene A and B and neighboring neighborhoods in Maputo.

The project has several social infrastructures, such as a Vocational Centre for youth training, a Day Centre, two Kindergartens and an Elderly Centre, functioning as a fundamental support for these communities.

Altogether, this project and its various components directly benefit about 7,000 children, young people and elderly people, including 5,385 young trainees in areas directed to the labor market such as Informatics, Accounting, Human Resources, Public Relations and Leadership, Secretariat, Marketing and Sales Techniques.

On the agenda of the bilateral visit of the Deputy Secretary of State for Labour to Mozambique, held between 28 and 31 January, meetings with the Minister of Youth and Sport and the Minister of Labour, Gender and Social Action of that country are highlighted. Also noteworthy is the visit to the Professional Training Centre for Metalworking in Maputo, supported since 1999 by the MTSSS, through the Institute of Employment and Vocational Training (IEFP, I.P.), under a cooperation agreement that also includes social partners from both countries, including the National Association of Metalworking and Electromechanical Companies (ANEME) and the General Union of Workers (UGT).

In 2026 There will be a 10th edition of the the António Dornelas Prize, a prize created in 2017 as part of the celebrations of the centenary of the Ministry of Labour and Social Welfare. The main objective of this award is to reward scientific or technical works, which have been developed by students, researchers and university professors, covering both the areas of work, employment, vocational training and industrial relations, as well as the areas of social security and inclusion of people with disabilities.

Deadline for applications in 2026: - Submission of applications by 31 January 2026.

Candidates: - Students, researchers and university lecturers from any higher education institution. - The application can be individual or collective.

Works admitted to the competition: - Articles/papers, master's/doctoral theses in any one or more areas of intervention of the Ministry, namely: employment, vocational training, industrial relations and working conditions, solidarity and social security, including on social policies to combat poverty and promote social inclusion, birth rates and support for families and children and young people at risk, support for the elderly, as well as inclusion of persons with disabilities. -Presentation preferably in Portuguese but may also be in English.

Submission of applications: - Through the preeenchamento of the form 2026, to be submitted via email gep.eventos@gep.mtsss.pt accompanied by the tendered project and a document issued by the respective higher education institution certifying the student, teacher or researcher status of the respective candidates.

No quadro do Programa de Cooperação vigente entre o Ministério do Trabalho, Solidariedade e Segurança Social (MTSSS) de Portugal e o Ministério da Solidariedade Social e Inclusão (MSSI) de Timor-Leste, entre os dias 17 e 28 de novembro de 2025, decorreram, em simultâneo, duas ações de capacitação institucional do Instituto Nacional de Segurança Social de Timor-Leste (INSS/TL).

No contexto do reforço do Serviço de Verificação de Incapacidades (SVI) e com o apoio do Instituto da Segurança Social, IP de Portugal, foi providenciado um programa de estágio de formação em exercício ao médico coordenador do SVI do INSS/TL, Dr. Élvio Mendes. Este estágio veio reforçar as capacidades criadas em ações formativas ocorridas na área, tanto em Timor-Leste como em Portugal, nos anos de 2019 e 2022, permitindo reciclar e aprofundar temáticas específicas do serviço e (re)visitar o funcionamento de diferentes SVI, designadamente em Viana do Castelo, Setúbal, Porto e Lisboa.

Por outro lado, numa ação de cooperação mais transversal ao MTSSS, foi ainda prestado apoio técnico ao Serviço da Academia da Segurança Social do INSS/TL (Academia), com vista à implementação do Curso Básico, cujo início está previsto para 2026. Para este efeito, os coordenadores do Departamento da Academia, Nelson dos Santos e Maria Sidónia Soares, e o técnico superior, Álvaro de Jesus, reuniram com o Gabinete de Estratégia e Planeamento, a Direção-Geral da Segurança Social, o Instituto de Gestão da Segurança Social, IP, o Instituto de Gestão dos Fundos de Capitalização da Segurança Social, IP e o Instituto da Segurança Social, IP, abordando múltiplos temas essenciais à criação de conhecimento base na área da Segurança Social.

Salienta-se que a Academia tem por objetivo promover a formação técnica especializada permanente na área da Segurança Social e pretende apostar não só na qualificação dos trabalhadores do Instituto, mas também numa sociedade timorense cada vez mais esclarecida em matérias relacionadas com a Segurança Social.

Informamos que a Comissão Nacional para o Direitos Humanos (CNDH), do Ministério dos Negócios Estrangeiros, irá realizar a sua 45.ª Reunião Plenária aberta à Sociedade Civil, no dia 12 de dezembro de 2025, entre as 14h30 e as 17h45, no Teatro Thalia, em Lisboa. Esta sessão plenária representa uma oportunidade para promover o diálogo e a cooperação entre a Administração Pública e as Organizações da Sociedade Civil, reforçando o compromisso nacional com a promoção e proteção dos direitos humanos.

O Ministério do Trabalho, Solidariedade e Segurança Social (MTSSS), através do Instituto da Segurança Social (ISS, I.P.), recebeu no dia 28 de novembro uma delegação do Instituto Nacional de Segurança Social (INSS) do MTSSS de São Tomé e Príncipe, no âmbito da Convenção Bilateral sobre Segurança Social entre os dois países.

A reunião técnica teve como objetivo a elaboração conjunta dos formulários previstos no Acordo Administrativo relativo à aplicação da Convenção, assinada em 17 de fevereiro de 2004 e atualmente em fase de promulgação em São Tomé e Príncipe. A entrada em vigor deste instrumento jurídico constituirá um marco relevante na cooperação institucional, assegurando a proteção social recíproca dos cidadãos e reforçando os mecanismos de coordenação entre os sistemas de segurança social de Portugal e de São Tomé e Príncipe.

A delegação santomense foi composta por Didier dos Santos, Diretor do Gabinete de Estudos, Planeamento e Coordenação das Parcerias do MTSSS/STP, responsável pela área da cooperação; Gilmar Benguela, Diretor do INSS; e Hernane Costa, jurista do mesmo organismo.

MTSSS RECEBE DELEGAÇÃO DO INSTITUTO PARA A DEFESA DOS DIREITOS DA CRIANÇA DE TIMOR-LESTE

Nos dias 2 e 3 de dezembro, o Ministério do Trabalho, Solidariedade e Segurança Social (MTSSS) de Portugal recebeu a visita de uma delegação do Instituto para a Defesa dos Direitos da Criança da República de Timor-Leste (INDDICA).

A delegação composta pela Presidente, Dinorah Granadeiro, e por diversos técnicos do INDICCA e acompanhada pela Segunda Secretária da Embaixada de Timor-Leste, em Portugal, Domingas Guterres Oliveira, teve oportunidade de participar, no dia 2, numa reunião com dois assessores do Gabinete da Secretária de Estado da Ação Social e da Inclusão, seguida de uma visita a uma Casa de Acolhimento com Programa de Pré Autonomia da Casa Pia de Lisboa, I.P.

No dia 3 de dezembro, os trabalhos iniciaram-se com uma reunião com a Comissão Nacional de Promoção dos Direitos e Proteção das Crianças e Jovens, seguindo-se uma deslocação à Comissão de Proteção de Crianças e Jovens de Lisboa Centro. 

Esta visita teve como objetivo principal promover um conjunto de reuniões entre a delegação do INDICCA e alguns dos organismos do MTSSS que têm especiais responsabilidades na área da Infância e Juventude em Portugal, seja na definição de políticas e de medidas, seja na sua implementação. 

Ambos os dias foram pautados por diversos momentos de profícua troca de informações e de experiências sobre os sistemas de promoção e proteção de crianças e jovens em perigo, bem como as necessidades e as dificuldades da defesa dos direitos e da proteção das crianças e jovens em cada um dos países.

Foi ainda manifestada a vontade de, num futuro próximo, aprofundar as relações com o MTSSS com vista ao apoio na capacitação técnica de técnicos e dirigentes do INDICCA.

Prémio Nacional “Embaixador Mihnea Constantinescu” – Edição 2025

Candidaturas abertas até 5 de dezembro.

Informamos que está aberto o procedimento de seleção para a edição de 2025 do Prémio Nacional “Embaixador Mihnea Constantinescu”, instituído pelo Ministério dos Negócios Estrangeiros da Roménia.

Este Prémio visa distinguir organizações e personalidades que, no ano anterior, tenham desenvolvido projetos com impacto significativo no combate ao antissemitismo, à xenofobia, à radicalização e ao discurso de ódio, bem como iniciativas de educação, investigação ou comemoração do Holocausto.

As candidaturas podem ser apresentadas por organizações nacionais, regionais e internacionais; organizações não-governamentais romenas ou internacionais; institutos de investigação da Roménia e do estrangeiro; e instituições de ensino superior da Roménia e do estrangeiro.
 
Os projetos devem enquadrar-se em áreas como produção documental ou editorial, criações artísticas e media, ou projetos inovadores com relevância nacional e internacional.

A data-limite para apresentação das propostas é 5 de dezembro de 2025. As candidaturas devem ser enviadas para o endereço: premiumce@mae.ro.
